No one won the latest Mega Millions drawing, meaning the jackpot climbs to a staggering $1.6 billion.   Mega Millions officials say no tickets matched all six numbers to claim the estimated $1 billion grand prize in Friday night’s drawing. The numbers were 15, 23, 53, 65, 70 and Mega Ball 7.   The next drawing will be Tuesday.   With the jackpot currently tied with the record-setting lottery jackpot and bound to grow before the next drawing, it is bound to become the largest prize in U.S. history.   The jackpot has been growing since July, when a group of California office workers won $543 million.   It costs $2 to play the game, but the odds of winning the jackpot aren’t good. Staunton, October 19 – The Soviet Union fell apart in 1991 largely because of national movements among the non-Russian nations and was peaceful because of the willingness of ethnic Russians to accept the departure and independence of the non-Russian union republics, Yevgen Tsybulenko says.

But the Russian Federation will disintegrate in an entirely different way, with its demise triggered by a rising among ethnic Russians, and will thus likely be more violent as Russians fight among themselves and with the non-Russians as well, the head of the Ukrainian community in Estonia says (afterempire.info/2018/10/19/tsybulenko/).

Tsybulenko says that he has no doubt that “Putin’s Russia is falling apart” and thinks that this will happen much sooner than many suppose. I well remember the last years of the USSR – already in 1989 people said that the empire would inevitably disintegrate but predicted that this process would last several decades.” Two years later the USSR was gone.

Today, he tells Vadim Shtepa of After Empire, “the Russian system is unprecedentedly corrupt, it is eating through its last reserve funds, and it holds out only because Europe continues to purchase Russian oil and gas.  In the 1990s, Russia survived on Russian credits and humanitarian help, but instead of saying thanks, Russia again declared the West an enemy.”

“This empire simply will not survive the latest economic crisis,” Tsybulenko says.

At the same time, he argues that there will not be “a literal repetition of the disintegration of the USSR.”  The disintegration of the Russian Federation is more likely to begin with an ethnic Russian revolt in various parts of the country. Putin’s Russian Guard will cope with the first but be unable to deal with the increasing number of such risings.

“In various regions will appear new leaders and they will lay the foundations for a new system of power. In some places, thee will be old bureaucrats; in others, criminal bosses … and in a third, normal politicians of a new generation who will conduct democratic elections.” This will not be an easy or peaceful process, but a normal future requires it.

A country as large as Russia “can exist only as a federation, but if the authorities themselves don’t want to have a normal federation, what remains is only an empire and its inevitable falling apart,” Tsybulenko says. And that process will be more violent and spasmodic precisely because Putin has promoted the rise of “angry militant imperialists.”

This interview was timed to coincide with the 30th anniversary of the organized Ukrainian community in Estonia, a community with older roots but which Tsybulenko now heads. There are some 25,000 self-proclaimed ethnic Ukrainians in that Baltic country, the third largest ethnic group there, but in fact, there are many more who were Russianized in Soviet times.

Tsybulenko says that the Ukrainians supported Estonia’s drive to recover its independence, have worked to ensure that Estonians overcome the Soviet view that Russians, Ukrainians and Belarusians are all one people, and have promoted ties between Tallinn and Kyiv.

In other comments, the Ukrainian scholar who is the co-editor of a new book, The Use of Force Against Ukraine and International Law (link.springer.com/book/10.1007/978-94-6265-222-4) says that in his view, Putin would be acting irrationally if he sought to seize Narva from Estonia by acting as he did in Ukraine.

The Kremlin leader would be resisted not only by Estonian forces but by NATO.  Unfortunately, Tsybulenko continues, Putin lives in his own world and therefore one cannot be certain that he will act rationally in this case given that he hasn’t in others.

Staunton, October 19 – Despite the horror stories about the rounding up and killing of homeless animals by officials in advance of the World Cup, Russians are adopting more cats and dogs, taking better care of them, and feeding them even when their own economic conditions deteriorate, according to a new study by Mars Petcare, a leading produce of cat and dog food.

In the new issue of Profile, journalist Aleksandr Koshkina says that the study shows that “despite all the economic difficulties, Russia remains one of the most pet-friendly countries in the world” with the number of house pets rising more than six million since 2014 (profile.ru/obshchestvo/item/127191-bolshe-kotikov).

Unlike most other nations, Russians own more cats than dogs, 33.7 million against 18.9 million, a reflection, at least in part, Koshkina says, of the country’s growing urbanization and the fact that it is far easier to keep a cat in a city apartment than it is to maintain a dog there.  Cats don’t have to be walked, and 37 percent of Russian cats never leave their apartments.

Urbanization also explains another trend: Russians are selecting smaller dogs than they used to have. But the biggest change the MarsPetcare study found is that “Russians are changing their attitudes toward pets,” viewing them less in rational terms than in emotional ones and considering them members of the family.

Russians are spending more on pet food than they used to as well, with 45 percent of cats, but only 15 percent of dogs, living primarily on store-bought food.  And the study says ever more Russians are willing to adopt cats and dogs they find in the streets, although Koshkina reports that pounds dispute that.

Yet another trend the journalist notes is that Russians are far more willing to take in cats without regard to their breed; but when it comes to dogs, ever fewer of them wants mongrels, preferring instead purebreds. That makes placing mixed breed dogs, who form a large share of those in pounds, often very difficult.

Staunton, October 19 – For geographic and historical reasons, the Russian navy has never been the priority that its army has; but Voyennoye obozreniye underlines this, noting that just 20 of the yachts owned by Russian oligarchs cost more than all the ships Moscow has built for the Russian navy over the last ten years.

Indeed, the Moscow military journal says with obvious anger and disgust, the price tag of just one of these yachts exceeds the cost of modernizing Russia’s atomic-powered cruiser, the Admiral Nakhimov (topwar.ru/148420-20-jaht-rossijskih-milliarderov-prevoshodjat-po-stoimosti-voenno-morskoj-flot.html).

The article which draws on Western and Russian sources to paint a picture of these expensive playthings of the country’s super rich is significant in at least three ways: First, it highlights the way in which Putin for all his bluster about national defense has deferred to the oligarchs rather than focused on building the Russian navy.

Second, it underscores for a Russian audience just how great income inequality in that country is and how it is affecting not only the private sphere but the public sphere as well. And third, and most important, it suggests, given its source, that there is mounting anger among the Russian military at this situation, a fault line in the Russian elite that is likely to widen.

Staunton, October 19 – In yet another echo of one of the most notorious practices of the KGB in Soviet times, Moscow is now setting up human rights organizations with the same title and ostensibly the same purposes as real groups, a tactic intended to undermine the latter and sow confusion among Russians and others.

Olga Romanova, the founder of the Russia Behind Bars (Rus Sidyashchaya) group which monitors the treatment of those in the Russian penal system and extends them legal and other forms of assistance, says that the Russian justice ministry has registered a group with the same name and declared purpose as hers (facebook.com/Ooo.Romanova/posts/2178503278850567, reposted at newizv.ru/news/society/19-10-2018/gosudarstvo-zanyalos-feykovoy-pravozaschitoy).

Her group, which has been in existence for ten years, quickly tracked down the people behind the new group. They include a prisoner known to have cooperated with her jailors while she was incarcerated.  And it is thus clear, Romanova says, that the new group is a fake created by the authorities to undermine hers by putting out the Kremlin line.

She continues that her group has called attention to this action via a press conference, but has concluded that there is no sense in going to court, given the way in which things there are invariably stacked against genuine human rights activists. Romanova asks that those who care to follow her Facebook page where she will report about this new Kremlin fraud.
