Soviet-era mining dumps pose threats to communities and the wider region
As citizens of a former Soviet state still living with the stains from Moscow’s aggressive nuclear programme, many Kyrgyz want to see uranium mines consigned to the past.
It is not surprising then, that the prospect of a new mine in the province that surrounds the Central Asian country’s treasured Lake Issyk-Kul prompted an angry public backlash.
On April 26, the anniversary of the Chernobyl power plant disaster, some 200 people turned out for a colourful protest in the country’s capital Bishkek to support a ban on uranium mining.
The demonstration came after months of public uproar over the planned exploitation of the Kara Balta Uranium field in Issyk-Kul province, a key tourism hub. A second demonstration is planned for April 30.
Nearly 30,000 people have signed a petition to stop the mine opening in Issyk-Kul, where several protests took place earlier this month.
The government has said that it has taken away the license of the “EurAsia in Kyrgyzstan” company that planned to mine the deposit.
There is still some confusion over whether this is a final decision, however.
On April 25, at a meeting with Issyk Kul residents, Deputy Prime Minister Kubatbek Boronov said the license had been “revoked.”
Boronov also implored residents not to hold protests after the tourism season began on April 29.
But 24.kg, an independent outlet, reported on April 29 that a government notice the outlet received a copy of merely informed the company that its license had been suspended, rather than revoked.
That document was only signed on April 27, two full days after Boronov addressed residents.
Public anger over the mining plans has put the government in such a tight spot it it is difficult to imagine the EurAsia project going ahead now.
In response to the uproar, independent lawmakers in the parliament have proposed two laws that would limit uranium mining in the country.
The harsher one calls for a nationwide ban until 2070, whilst the other calls for a 20-year ban inside the Issyk-Kul region.
Both of these measures fall short of the wishes of the Bishkek protesters, who demanded an all-time, irreversible national ban as well as as an investigation into responsibility for issuing the license to the company.
As a Soviet republic, Kyrgyzstan produced and processed uranium for Moscow’s nuclear drive.
But the mining sites were not properly reclaimed after closure in the mid-1990s. This means they now pose a radioactive threat to transboundary rivers in seismically active Central Asia, as well as health risks for immediate populations.
In 2017, then-Kyrgyz President Atambayev addressed the UN General Assembly in New York on the dangers of uranium tailings in Kyrgyzstan for Central Asia as a whole, and called for financial assistance in reclaiming former mining lands.
Now in opposition, Atambayev’s party has supported calls for a ban on uranium mining.
But the EurAsia in Kyrgyzstan company, held its exploration license that it secured in 2010 throughout Atambayev’s six-year presidency.
The company itself has said it is committed to safe mining and has refused to comment on its license issues.
Uranium mining is not the only form of mining that has triggered a popular backlash in recent times. Gold mining is equally contentious and far more integral to Kyrgyzstan’s frail economy.
The Kumtor gold mine — also in the Issyk-Kul region — contributes up to 10 percent of Gross Domestic Product.
But the mine run by Toronto-headquartered Centerra Gold has been a source of social and political frictions ever since 1998, when one of its trucks spilled cyanide into a river during Kumtor’s first full year of operations.
Politicians, particularly those in opposition, have been quick to capitalise on anxieties over mining for their own opportunistic ends. Mining companies have also accused local community leaders of spearheading extortion bids in the past.
During the April 26 protest, demonstrators were keen to prevent politics from undermining the environmental message.
One demonstrator even manhandled perennial opposition figure Ravshan Jeenbekov to prevent him addressing the crowd.
Jeenbekov later called the man a “provocateur” while acknowledging that there were people at the meeting who “didn’t want to allow a famous politician to speak.”

Two days after a gunman sprayed a California synagogue with bullets, killing a worshipper, New York Governor Andrew Cuomo urged Trump to do more to stop gun deaths.
In a statement directed at the president, Cuomo said 74,600 Americans had died from gun violence since Trump was elected in November 2016.
“You have done nothing but tweet about it,” Cuomo said. “Unlike you, President Trump, New York is not afraid to stand up to the NRA.”
State Attorney General Letitia James on Saturday confirmed her office had issued subpoenas as part of an investigation related to the NRA. The New York Times reported the probe involved the group’s tax-exempt status.
“In any case we pursue, we will follow the facts wherever they may lead. We wish the President would share our respect for the law,” James said Monday.
The NRA annual meeting was roiled over the weekend after internal disputes spilled into the open with retired U.S. Marine Lieutenant Colonel Oliver North saying he would step down as NRA president. North said he was being forced out because of his allegations that NRA leaders engaged in financial improprieties.
New York efforts
The Republican Trump shifted the spotlight on Monday to Cuomo and James, Democratic officials in his home state, after divisions within NRA leadership surfaced, as evidenced by North’s ouster.
“The NRA is under siege by Cuomo and the New York State A.G., who are illegally using the State’s legal apparatus to take down and destroy this very important organization, & others,” Trump wrote on Twitter without providing evidence.
“It must get its act together quickly, stop the internal fighting,” Trump said of the NRA.
New York officials have run up against the gun advocacy organization as the state aims to tighten gun restrictions. The NRA last year sued Cuomo and the state’s financial regulator for engaging in what it said was a “blacklisting campaign” aimed at swaying banks and insurers to stop doing business with it.
The state legislature passed gun restrictions this year including prohibiting armed teachers in schools and extending waiting periods to buy guns.
NRA Chief Executive Wayne LaPierre had accused North of trying to oust him by threatening to release “damaging” information about him, according to a letter from LaPierre to NRA board members that was published Friday by the Wall Street Journal.
North’s allegations included that LaPierre had received about $275,000 in wardrobe items paid for by an NRA vendor, the newspaper reported.
LaPierre emerged victorious, winning re-election from the NRA board on Monday as the group’s CEO and executive vice president.
The NRA, with more than 5 million members, is the most powerful and well-connected gun lobby in the United States.
NRA officials did not respond to a request for comment.
Trump has embraced the gun lobby, vowing not to tighten U.S. firearms laws and advocating proposals such as arming teachers as a way of preventing school shootings.
The NRA spent $30.3 million to support Trump’s 2016 presidential campaign, according to the Center for Responsive Politics, a group that tracks campaign spending.

Вести рыбное хозяйство учат специалисты продовольственной и сельскохозяйственной организации ООН. Эта же организация дала денег на установку рыбного инкубатора. Второй год тут выращивают мальков форели.
“Психологическое лечение от забот, невзгод, – описывает свою работу Асаналиева. – Болезни забываешь, когда на мальков смотришь. Изо дня в день они другими становятся. Каждый день растут. Если некоторые неподвижными становятся, то уже переживаешь: что случилось?”
В большие ванны месяц назад выпустили 35 тысяч личинок форели. Уже через две недели мальков можно будет продавать или выпускать в пруды. А пока за ними нужен особый уход.
“Вот эти пылинки, грязь мы так, как с пылесосом чистим. Если есть отходы, вот так очищается”, – объясняет женщина.
Пылесосят ванны с мальками два раза в день – утром и вечером. Рыбок кормят специальными кормами. Нужно следить, чтобы в воду постоянно поступал кислород.
“Эта рыбка умерла вот. Мы чистим, убираем ее, чтоб не было инфекции и чтоб другие рыбки не заболели”, – говорит Асаналиева.
В хозяйстве есть и мужчины. Они помогают женщинам ловить рыб. Или осушать пруды и перемещать мальков из одного водоема в другой.
Сейчас в хозяйстве проводят эксперимент. Из соседнего высушенного пруда отлавливают венгерских карпов. Два года назад туда выпустили более тысячи мальков. И сейчас рыбаки хотят узнать, сколько из них выжили и какой средний вес одной рыбки.
Международная организация всячески поддерживает женскую ассоциацию. Нередко сюда приезжают консультанты из-за рубежа. Консультант ФАО ООН Петери Андрес – из Венгрии.

Researchers at Stanford University School of Medicine said a pilot study of 40 people, half of whom were healthy and half of whom had the syndrome, showed their potential biomarker test correctly identified those who were ill.
Chronic fatigue syndrome (CFS), also known as myalgic encephalomyelitis or ME, is estimated to affect some 2.5 million people in the United States and as many as 17 million worldwide.
Symptoms include overwhelming fatigue, joint pain, headaches and sleep problems. No cause or diagnosis has yet been established and the condition can render patients bed- or house-bound for years.
The research, published Monday in the journal Proceedings of the National Academy of Sciences, analyzed blood samples from trial volunteers using a “nanoelectronic assay” — a test that measures changes in tiny amounts of energy as a proxy for the health of immune cells and blood plasma.
The scientists “stressed” the blood samples using salt, and then compared the responses. The results, they said, showed all the CFS patients’ blood samples creating a clear spike, while those from healthy controls remained relatively stable.
“We don’t know exactly why the cells and plasma are acting this way, or even what they’re doing,” said Ron Davis, a professor of biochemistry and of genetics who co-led the study.
“[But] we clearly see a difference in the way healthy and chronic fatigue syndrome immune cells process stress.”
Words of caution
Other experts not directly involved in this work cautioned, however, that its findings showed there is still a long way to go before a biomarker is found that can establish CFS diagnosis and distinguish it from other conditions with similar symptoms.
Simon Wessely, chair of psychiatry at King’s College London’s Institute of Psychiatry Psychology & Neuroscience, who has worked with CFS patients for many years, said the study was the latest of many attempts to find a biomarker for CFS, but had not been able to solve two key issues:
“The [first] issue is, can any biomarker distinguish CFS patients from those with other fatiguing illnesses? And second, is it measuring the cause, and not the consequence, of illness?” he said in an emailed comment. “This study does not provide any evidence that either has finally been achieved.”

Woodstock 50 was due to take place Aug. 16-18 at the Watkins Glen motor racing venue in upstate New York with a lineup that included rapper Jay-Z, singer Miley Cyrus and rockers the Killers.
It was promoted as a modern version of the August 1969 Woodstock festival, which was billed as “three days of peace and music” and is regarded as one of the pivotal moments in music history.
Investors Dentsu Aegis Network, a unit of Japanese company Dentsu, said in a statement on Monday they “don’t believe the production of the festival can be executed as an event worthy of the Woodstock Brand name while also ensuring the health and safety of the artists, partners and attendees.”
“Dentsu Aegis Network’s Amplifi Live, a partner of Woodstock 50, has decided to cancel the festival,” the statement added.
Dentsu had a clause in its contract that gave it the option to cancel the festival, a representative of the investors said.
The producers of Woodstock 50 said that was not the case.
“Woodstock 50 vehemently denies the festival’s cancellation and legal remedy will (be) sought,” Woodstock 50 said in a statement to the Poughkeepsie Journal in upstate New York.
“They do not have the right to unilaterally cancel the festival,” Michael Lang, the co-producer of the 1969 Woodstock festival and the man behind Woodstock 50, told the New York Times on Monday.
More than 80 musical acts, including 1969 festival veterans John Fogerty, Canned Heat and Santana, had been announced as taking part and some 100,000 fans were expected to attend and camp at the Watkins Glen site.
But the festival ran into trouble two weeks ago when the sale date for tickets was postponed. Ticket prices had not been announced.
The festival met delays in obtaining permits, arranging security, water supplies and sanitation, said a source close to the event. Capacity was reduced to around 75,000, cutting into the financial feasibility of the festival, the source added.
The nonprofit Bethel Woods Center for the Arts, the current owners of the field where the 1969 Woodstock festival took place, has also scaled back plans for a three-day anniversary event saying in February it will instead host separate concerts by Ringo Starr, Santana and the Doobie Brothers.
