Пока нет условий для полного вывода американских войск из Афганистана, заявил глава комитета начальников штабов вооруженных сил США Джозеф Данфорд.

На слушаниях в комитете по ассигнованиям Палаты представителей Конгресса США он заявил, что американские силы должны «оказывать давление на террористические группировки», иначе сами террористы «окажут давление на Соединенные Штаты», передает ТАСС.

При этом Данфорд считает, что нет «военного решения» в урегулировании ситуации в Афганистане, но США должны «сохранять контртеррористическое присутствие», пока «продолжаются волнения».

Военная операция в Афганистане продолжается свыше 17 лет. В марте в Конгресс США внесли законопроект о выводе американских войск из Афганистана.

Voice of America: Trump Finds Himself on Slippery Footing

U.S. President Donald Trump acknowledged he literally found himself on slippery footing Wednesday, a timely simile to what his administration suddenly was confronting.

At the start of a political rally in the Florida Panhandle, Trump complained about the condition of the stage. 

“That runway is like an ice-skating rink and the first step was slippery,” he said, jokingly adding: “I think it was put in by the Democrats.”

“That’s a trap,” the longtime real estate developer continued, adding when that happens you “don’t pay the bill.” 

Later, he compared his sunny Florida podium to a slab of ice. 

Trump had headed south into friendlier territory for the evening, leaving behind — for a few hours — mounting trouble in Washington where he had asserted executive privilege to shield the full report by special counsel Robert Mueller from congressional scrutiny. 

Scanning his morning newspaper in the White House, Trump saw a front-page New York Times headline: “Decade in the Red: Trump Tax Figures Show Over $1 Billion in Business Losses.”

The president, on social media, responded that the story was “very old information” and a “highly inaccurate Fake News hit job!” 

Hours later, New York lawmakers took action that could lead to revealing Trump’s state tax returns, something he has zealously guarded from public scrutiny. 

In the afternoon, a slew of bad news for the president rolled in from Capitol Hill. The Democrat-controlled House Judiciary Committee voted to recommend holding his attorney general, William Barr, in contempt of Congress. 

“We are now in a constitutional crisis,” committee chairman Jerrold Nadler told reporters after the vote, which was along party lines. 

House Intelligence Committee Chairman Adam Schiff also Wednesday subpoenaed Barr for counterintelligence from the two-year Russia probe of the special counsel. And, more surprisingly, the Republican-controlled Senate Intelligence Committee issued a subpoena for the president’s son, Donald Trump Jr., to testify about his June 2016 meeting with Russians.

Uncharacteristically, throughout the day, the president avoided White House reporters. 

A Cabinet meeting that had been scheduled to be open to a group of journalists was suddenly closed to the press. 

Trump also did not stop to talk to reporters when he walked from the Oval Office to board his Marine One helicopter on the South Lawn. 

He eschewed other opportunities to speak with the media boarding Air Force One at Joint Base Andrews, did not step back into the press cabin during the flight to Florida and ignored questions while touring hurricane-damaged areas after landing in the Southern state. 

During his Panama City Beach rally in the evening, Trump did bash Democrats and the media but avoided specifically commenting on the actions taken during the day by the congressional committees.

“They want to do investigations, instead of investments,” Trump told the enthusiastic crowd. “I think it drives us right on to victory in 2020.” 

More than 20 Democrats are vying in the party’s primary for the chance to unseat Trump in next year’s presidential election. 

The president, during the rally, briefly mentioned several of the contenders from the opposition party. He said a former Texas congressman, Beto O’Rourke, is “sinking like a rock.” 

The Democratic front-runner, former Vice President Joe Biden, is “sleepy.” Vermont Senator Bernie Sanders, running in his second consecutive presidential primary race, is “crazy.” And of Pete Buttigieg, the 37-year-old mayor of South Bend, in the state of Indiana, Trump said sarcastically: “He’ll be great representing us against President Xi (Jinping) of China.” 

Trump said he wished next year’s Election Day would hurry up and arrive. 

And in what he acknowledged was intended as a deliberate provocation of the media, Trump riffed about staying in office not six more years, but up to “14 more years.”

“There’ll be headlines tomorrow,” he predicted: “Donald Trump Wants to Break Constitution.”

Voice of America: Libyan PM Accuses Rival Leader of Seeking a Coup

Libyan Prime Minister Fayez al-Sarraj says his rival for power, General Khalifa Haftar, is trying to stage a coup and take Libya by force.

“He’s dreaming of entering Tripoli,” al-Sarraj told France 24 television in Paris Wednesday.

“This attack must be clearly condemned because it is an attempt to overthrow the (government’s) legitimacy and seize power … the destruction of the (political) process was carried out by the Khalifa Haftar, not the government of national accord and we are ready to return to the political process once conditions are met.”

Haftar leads a rival government in eastern Libya. His Libyan National Army moved against al-Sarraj’s U.N.-installed government last month, but has been bogged down by government forces and their allies in Tripoli’s southern suburbs, unable to take the capital.

Some Libyan civilians caught in the fighting have said they don’t care who wins, they just want the fighting to stop.

U.N. officials say the fighting has killed 440 people and forced tens of thousands to flee their homes. Many are staying in migrant detention centers.

Airstrikes reportedly hit one center in eastern Tripoli Tuesday, wounding two. Another report says a hole was blown in an airplane hangar housing women. A baby came within inches of being hit by shrapnel.

U.N. authorities are also investigating the suspected use of an armed drone by Haftar’s forces or a possible third party supporting the general. 

The U.N. says whoever used the drone or sent it to Haftar would be violating the arms embargo against Libya.

The U.N. and humanitarian aid groups say the fighting may lead to a new refugee crisis as civilians try to escape to Europe by attempting the dangerous crossing via the Mediterranean Sea.

They also fear terrorist groups, such as Islamic State, will take advantage of the chaos.

Voice of America: NY Senate OKs Bill Giving US House Access to State Tax Returns

New York’s Senate easily approved a bill Wednesday that would allow three congressional committees to get access to President Donald Trump’s state tax returns, giving Democrats a potential end-run around the administration’s refusal to disclose the president’s federal returns.

The bill, which now goes to the state Assembly, doesn’t target Trump by name but would authorize state tax officials to release any state returns filed in New York if requested by the leaders of the House Ways and Means Committee, the Senate Finance Committee or the Joint Committee on Taxation. Both chambers of the state Legislature are controlled by Democrats.

The vote fell along party lines, with 39 Democrats in the 63-seat Senate voting for the measure.

Republicans troubled

Republicans said Democrats should be focused on lowering the state’s high taxes and improving the lives of New Yorkers, not going after the president’s tax returns, a move GOP senators deemed intrusive and a violation of privacy rights.

“I find that extremely troubling. This is bad public policy,” said John Flanagan, a Long Island Republican who leads the Senate’s GOP minority.

Sen. Brad Hoylman, a Manhattan Democrat who is one of the main sponsors, said Republicans were “misinformed” about the issue, pointing out that current federal law allows congressional committees to request a person’s tax returns from the IRS.

“The power of the Congress to see your federal taxes already exists,” he said. “We’re not doing anything new here.”

White House officials didn’t respond to a request for comment.

State returns mirror federal ones

Trump’s home state is New York, where many of his business enterprises are based. Financial information in state returns is likely to mirror much of what is in his federal returns.

Federal law allows Congress to demand the president’s tax returns under certain circumstances, but on Monday Treasury Secretary Steven Mnuchin declined to disclose Trump’s federal returns to the Democratic-controlled House, saying the request “lacks a legitimate legislative purpose.”

That refusal set the stage for a possible legal battle. Any law passed in New York might also be destined for a court challenge.

The New York Times reported Tuesday that Trump’s businesses lost more than $1 billion from 1985 to 1994, based on tax information the newspaper acquired.

Previous efforts to bring the legislation to a floor vote in the Senate were blocked by Republicans, who lost control of the chamber in the November elections.

Bill doesn’t make records public

The measure, which would amend state laws prohibiting private tax information from being released, isn’t scheduled for a vote yet in the Assembly, where more than 90 Democrats in the 150-seat chamber support the legislation.

The New York bill wouldn’t make Trump’s returns public, but Congress could potentially decide to do so.

“Americans have the right to know if the president is putting his business empire, or the interests of the public, first,” said Susan Lerner, executive director of Common Cause New York, a group that supports the legislation.

Gov. Andrew Cuomo, a Democrat, has said he supports legislation allowing the president’s tax returns to be made public, but only if it also applies to all state lawmakers and statewide elected officials in New York. Cuomo, now in his third term, recently released his federal and state tax returns, something he has done every year since becoming governor in 2011.

Ahead of the vote on the tax returns bill, the Senate approved legislation designed to ensure that a presidential pardon doesn’t cover similar criminal charges filed at the state level. The bill was crafted to eliminate an unintended loophole in the state’s double jeopardy law that prosecutors say could undermine New York’s ability to prosecute anyone pardoned by Trump.

The Assembly hasn’t scheduled a vote on that bill.
