Представители G7 поздравили Порошенко с его достижениями. Они обсудили цели, к которым нужно стремиться в будущем.

The Digital Security Act criminalizes various types of online speech

Two people were arrested on May 14 and 15, for comments they had posted on Facebook. The arrests have sparked indignation and concern on social media.

The arrest of poet Henry Swapon

On May 14, poet and journalist Henry Swapon was arrested at his home in Barishal city, located in south central Bangladesh. He has been accused of violating Bangladesh’s Digital Security Act.

A member of the small local Christian community, Swapon was previously sued, along with two brothers Alfred and Jewel Sarkar, for “hurting religious sentiments of both Christians and Muslims” on social media.

According to the Dhaka Tribune, Swapon wrote a post on Facebook criticizing Lawrence Subrata Howlader, the Bishop of the Catholic Diocese of Barishal. The Bishop had elected to hold a scheduled cultural program at a local Catholic church on April 22, 2019, the day after the terror attacks in Sri Lanka. Swapon felt the Bishop should have postponed the festivities out of respect for hundreds of people killed in the attacks.

Other Christians were angry about the tone he took with the Bishop and some even sent him death threats. Swapon has been vocal in social media against all the injustices and corruption in his town.

In Bangladesh, the tactics of attacking activists with the allegation of “hurting religious sentiments” had been a monopoly of the Muslim fundamentalists. Now we see that conservative Christians are also at it. I think those who feel this way hearing criticism are mentally sick. The state should arrange treatment for these sick individuals. We strongly condemn the arrest of poet Henry Swapon and demand his unconditional release.

The arrest of lawyer Imtiaz Mahmood

On the morning of 15 May, police arrested supreme court lawyer and writer Imtiaz Mahmud in a case filed in 2017 under the country’s now-defunct Information and Communication Technology Act, in which a private citizen, Shafiqul Islam, alleged that one of Mahmood’s Facebook posts had hurt religious sentiments and incited communal violence in Bangladesh’s southeastern Chittagong region.

Imtiaz Mahmood secured an anticipatory bail when the case was originally brought, but a Khagrachhari court issued another arrest warrant against him in January 2019.

Mahmood had commented on ethnic tensions that arose after a Bengali motorcyclist was killed in Khagrachhari, prompting a group of Bengalis to torch a number of houses and shops of the indigenous people in the Rangamati area of Chittagong. Local sources told the Dhaka Tribune that police had taken no measures to control the situation.

Hundreds of similar lawsuits were filed from 2013 until 2018, when the ICT Act was effectively replaced by the Digital Security Act.

Despite concerns about its implications for freedom of expression, the Bangladeshi parliament approved the Digital Security Act in September 2018. The law replaced the notorious Information and  Technology Act, which had also been used as a tool for silencing critical speech online.

The Act criminalizes various types of online speech, ranging from defamatory messages to speech that “injures religious values or sentiments” introducing hefty fines. It also authorizes lengthy prison sentences for using the internet to create public unrest, and for “gathering, sending or preserving” classified government documents using a digital device. The Editors’ Council of Bangladesh said that the Act is “against the freedom guaranteed by the constitution, media freedom and freedom of speech.”

The Act also provides absolute power to law enforcement agencies to initiate investigations of anyone whose activities are deemed harmful or threating.

Voice of America: Acting FAA Chief Defends Agency’s Safety Certification Process

The acting head of the Federal Aviation Administration defended the way his agency certifies airline safety after two deadly crashes of the now-grounded Boeing 737 Max jet.

Daniel Elwell called the system in which FAA-approved employees at plane manufacturers inspect the aircraft they built themselves “a good system.”

But skeptical Democrats on the House Transportation Committee questioned the agency’s credibility.

They told Elwell that the closeness between Boeing and the FAA may be one of the reasons it took the agency a relatively long time to ground the Boeing jets.

“The public perception is you were in bed with those you were supposed to be regulating,” Nevada’s Dina Titus said, while committee chairman Peter DeFazio wanted to know “How can we have a single point of failure on a modern aircraft?”

A Boeing 737 Max crashed off the coast of Indonesia in October and another 737 Max crashed in Ethiopia in March, killing a total of 346 people.

Both planes were equipped with a system designed to push the nose downward to prevent a midair stall.

Faulty sensor readings kept pushing the planes down while the pilots struggled to regain control.

The pilots did not know the planes were equipped with the anti-stall system and their manuals had no explicit information.

Elwell defended the FAA’s approval of the system on the Boeing jets, but admitted the system should have been better explained in the pilots’ operational and flight manuals.

He also faulted Boeing for failing to inform airlines and the FAA that a light that is supposed to flash when there is a faulty reading from the sensors did not work.

But Elwell said pilot error may have also contributed to the Indonesian and Ethiopian disasters.

The Justice Department has opened a criminal investigation of Boeing, and Congress is looking into the relationship between Boeing and federal regulators.

Boeing plans to submit changes to the 737 Max software to the FAA, which will study the new software and carry out tests flights. Boeing will train pilots before allowing the planes to fly again.

Iran is committed to its obligations under an international nuclear deal despite the U.S. withdrawal from the landmark agreement, its foreign minister said Thursday, calling the reimposition of sanctions by Washington “unacceptable.”

Foreign Minister Mohammad Javad Zarif made the comments in a meeting with his Japanese counterpart in Tokyo as tensions rise in the Middle East, fuelling concerns that the United States and Iran are heading for conflict.

Iran is exercising “maximum restraint in spite of the fact the United States withdrew from (the) JCPOA last May,” Zarif said at the start of his meeting with Japanese Foreign Minister Taro Kono.

He was referring to the Joint Comprehensive Plan of Action signed in 2015 by the United States, Iran and other countries, under which Tehran curbed its uranium enrichment capacity and won sanctions relief in return.

President Donald Trump withdrew the United States from the nuclear deal last year and is ratcheting up sanctions on Iran, aiming to strangle its economy by ending its international sales of crude oil. Japan was a major buyer of Iranian oil for decades before the sanctions.

Oil tanker attacks

An attack on four oil tankers in the Gulf on Sunday, for which no one has claimed responsibility, and Saudi Arabia’s announcement on Tuesday that armed drones hit two of its oil pumping stations have raised tensions.

The United States withdrew staff from its embassy in Iraq on Wednesday out of apparent concern about perceived threats from Iran, with U.S. sources saying they believe Tehran encouraged the attacks on the oil tankers.

Trump is sending an aircraft carrier group, B-52 bombers and Patriot missiles to the Middle East to counter what the United States calls a heightened threat from Iran to American soldiers and interests in the region.

“We believe that escalation by the United States is unacceptable and uncalled for,” Zarif told Kono in front of reporters before they met privately.

Nevertheless, Iran has relaxed restrictions on its nuclear program and threatened actions that may breach the nuclear deal, although the initial moves do not appear to violate the agreement.

Japan urges Iran to stay with accord

“We are seriously concerned over the situation in the Middle East,” Kono told Zarif. “I will spare no effort to ease tensions and try to resolve outstanding issues.”

Kono said it was essential to maintain the nuclear agreement and urged Iran to keep implementing it, echoing other countries.

Asian shippers and refiners have put ships heading to the Middle East on alert and are expecting a possible rise in marine insurance premiums after recent attacks on Saudi oil tankers and pipeline facilities, industry sources said Tuesday.
