The Trump administration is discussing whether to renew a license allowing Chevron to continue operating in Venezuela despite U.S. sanctions on the country’s oil sector, White House economic adviser Larry Kudlow said on Tuesday.

The waiver issued by the U.S. Treasury’s Office of Foreign Assets Control will expire on July 27.

“It is under discussion,” Kudlow said. “I don’t know about the license. That will be determined in the future. It’s under discussion right now,” he said.

Kudlow heaped praise on Chevron, calling it a “fabulous” energy company with an “illustrious tradition” in Venezuela.

Plans to reduce staffing shortages on the U.S. border with Canada could be hindered because the focus is on border security at the U.S. border with Mexico, according to a report by the federal Government Accountability Office.

The U.S. Border Patrol, the agency responsible for securing the land border with Canada between ports and entry, and the Air and Marine Operations, which provides aerial surveillance and along waterways both said they were experiencing shortages of staff and equipment that’s needed to do their jobs.

The Border Patrol said the staffing shortage could pose a risk to agent safety.

The Department of Homeland Security has developed plans to improve staffing levels along the northern border, but an executive order signed by President Donald Trump in the opening days of his presidency focuses resources on the U.S. border with Mexico. The DHS oversees Border Patrol and Air and Maine Operations.

“It is unknown whether the staffing and resource challenges identified by CBP to secure the northern border between ports of entry will be addressed due to competing southwest border security priorities,” the GAO report said.

The report also said the Border Patrol and Air and Marine Operations needed to do more to measure their effectiveness at securing the northern border between ports of entry.

In a response contained in the GAO document, DHS said it agreed with the report’s assessments and recommendations. The letter said some of the changes being implemented on the southern border due to the president’s 2017 order would be applied to areas along the northern border beginning this fall.

The Royal Canadian Mounted Police, which is responsible for border security in Canada, did not respond Tuesday to an emailed request for comment.

The public report, released last month, focused on the nearly 4,000-mile border from Maine to the state of Washington. It did not focus on the U.S.-Canadian border with Alaska.

After the 9/11 terrorist attacks on the United States, the government began boosting security along the northern border, increasing the number of agents and other resources to keep terrorists from getting into the United States from Canada.

The GAO report, citing a 2018 Border Patrol intelligence report, rated the threat of terrorism along the northern border as low, but “foreign violent extremists (could) exploit established alien smuggling routes and networks for the purposes of evading detection en route to the United States.”

It said the primary terror threat is “from unidentified homegrown violent extremists in Canada who believe they can enter the United States legally at ports of entry without suspicion.”

While the terrorist threat is low, contraband smuggling both into and out of the United States is seen as a “significant threat.”

The report says that illegal immigration into the United States from Canada and into Canada from the United States is a threat. A separate 2017 report cited by the GAO found that agents in the Border Patrol’s Swanton Sector, which includes Vermont, New Hampshire and part of upstate New York, apprehended the highest percentage of individuals who entered the U.S. without legal permission from Canada.

Homeland Security officials said Tuesday there was a 28% drop in the number of migrants encountered by Customs and Border Protection last month, amid a crackdown on migrants by Mexico.

There were 104,344 people encountered in June, down from 144,278 the month before. Homeland Security officials said the numbers of single adults, families and unaccompanied minors encountered at the border had all declined but didn’t immediately give a breakdown. The tally includes apprehensions between ports of entry as well as people who were deemed “inadmissible” by Customs officers.

The decline comes amid renewed outcry over squalid conditions for migrant children crammed into facilities not meant to hold them longer than 72 hours. Some are kept for weeks because of delays in the system.

The monthly border apprehension numbers have become a yardstick by which President Donald Trump measures the success of his administration’s efforts to reduce immigration, his signature issue. The number of families from Central America has risen dramatically under his term despite his hardline policies.

In past months, shortly after reports of increasing numbers, Trump threatened to shutter the entire border. Last month, after he threatened tariffs on Mexico, leaders there agreed to expand Trump’s program forcing U.S. asylum seekers to wait over the border. Mexican police, soldiers and National Guard forces are raiding hotels, buses and trains to round up Central American migrants before they can make it to the border.

Seasonal declines are common; fewer people make the dangerous journey when it’s so hot. Homeland Security officials said the May-to-June drop was 11% steeper than the same time last year.

Acting Homeland Security Secretary Kevin McAleenan said he expected the numbers to be down, and said it was more than just a seasonal decline — Mexico’s efforts were making an impact.

But officials cautioned the crisis had not abated. Border Patrol has made 688,375 apprehensions through the end of June, a 140% increase over the same time period last year.

The volume of people crossing the border has overwhelmed facilities. Border Patrol routinely is now holding as many as 20,000 people at a time when 4,000 is considered at capacity.

Inspectors from Homeland Security’s watchdog said in a report last week that they were concerned that overcrowding and prolonged detention were presenting serious health and safety risks not only to the migrants, but also to border agents and officers.

Top Homeland Security leaders are expected to testify Friday before the House Oversight Committee, chairman Elijah Cummings, D-Md., said last week.

Mexico City’s first elected woman mayor vowed on Tuesday to eradicate violence against women and end entrenched impunity for gender-based crimes in the capital.

“To avoid and eliminate violence against women … finally, that is the objective,” Mayor Claudia Sheinbaum said at an event launching a roundtable on access to justice for women and girls in Mexico City. “It’s not fighting it – the objective is ultimately to eradicate violence,” she said. “That should be the goal.”

Violence against women is a persistent problem in Mexico, a conservative Catholic country where machismo reigns and traditional concepts of gender are deeply entrenched.

More than 1,100 women were murdered in Mexico from January through May, according to government figures, with nearly 370 killed by men because of their gender.

Femicide, as the crime is known, has been a federal crime in Mexico since 2012.

A 2018 report by the National Institute for Statistics and Geography found about 45 percent of women in Mexico had experienced some form of violence from a partner, with almost 18 percent suffering physical abuse.

Mexico City alone has seen 81 murders of women and 13 femicides so far this year, government data showed.

Sheinbaum outlined measures her government has taken to prosecute offenders and protect women, such as placing female lawyers in each of the city’s 16 public ministries to support women presenting violence claims.

She said such protective measures have quadrupled since last year, also citing the strengthening of the city’s 32 legal and psychological support shelters known as “Lunas.”

“We are saving women,” she said.

Tackling impunity was another critical step, with 15 femicide cases prosecuted in the capital this year and five men sentenced, she said. Also, six cases were reclassified to femicides from suspected suicide or homicides.

Sheinbaum, an award-winning scientist with the ruling Morena party, was elected a year ago in a landslide after promising among other things to tackle gender inequality and rising crime.

She was the first woman elected to one of Mexico’s most powerful offices and only the second to serve as mayor. Mayor Rosario Robles governed from 1999 to 2000 after her predecessor Cuauhtemoc Cardenas resigned to run for president.
