The head of Russia’s military intelligence agency, who oversaw the hacking of the Democratic Party’s computers during the United States’ 2016 presidential election, died on Wednesday after a long illness, Russian state news agencies reported.

Col. Gen. Igor V. Korobov, 63, had not been seen in public for months and was notably absent from a ceremony on Nov. 2 marking the 100th anniversary of the military intelligence agency, known as the G.R.U. Historically a secretive, little-understood agency, the G.R.U. under General Korobov emerged as Russia’s primary tool of global disruption.

Mr. Korobov was sanctioned by the Treasury Department for the release of emails stolen from the Democratic Party in support of Donald Trump’s campaign in 2016.

Under his watch, the G.R.U. was also implicated in the theft and publication of documents belonging to the presidential campaign of Emmanuel Macron in France, hacking computers of the global antidoping watchdog and the poisoning of a former G.R.U. officer, Sergei V. Skripal, with a highly potent nerve agent in Britain earlier this year.

G.R.U. operatives also play a key role in the wars in Ukraine and Syria.

Such operations have demonstrated Russia’s ability to project its limited power well beyond its borders and remain a relevant international player that the West is still struggling to reckon with.

General Korobov was appointed head of the G.R.U. by President Vladimir V. Putin in January 2016 after his predecessor, Igor D. Sergun, died suddenly. But the general’s absence in recent months has fueled rumors about an impending leadership shake-up at the agency.

Russian news agencies cited a Defense Ministry statement which described the general as a “true son of Russia, a patriot of the Fatherland.” And at the G.R.U.’s anniversary ceremony this month, Mr. Putin praised the agency for its “unique capabilities.”

Though General Korobov is one of Russia’s top military officials, very little is publicly known about him. According to his sparse biography on the Defense Ministry’s website, he joined the armed forces in 1973 and joined the G.R.U. in 1985.

Despite Mr. Putin’s recent laudatory remarks, the G.R.U. has had its share of missteps lately. Just weeks after British authorities released photographs and aliases of two G.R.U. officers suspected of poisoning Mr. Skripal in England in March, researchers with the investigative group Bellingcat were able to uncover the officers’ true identities and travel itineraries primarily using publicly available information.

In October, officials in the Netherlands revealed details about a botched attempt by four agency operatives to hack into the computers of the world’s chemical weapons watchdog in The Hague. The operatives were carrying computers with details from previous missions along with an airport taxi receipt showing that they had been picked up outside a G.R.U. headquarters building in Moscow.

Still, the agency’s activities have put Russia’s adversaries on edge and have provoked fierce reaction from the West. Russia has been hit with wave after wave of sanctions as a result of its election interference. After Mr. Skripal was poisoned, Britain and many allies expelled more than 150 Russia diplomats, many believed to be undercover intelligence operatives.

PARIS (AP) — It seems like open season on the GRU.
The Russian military agency had its inner workings exposed again Friday as determined journalists and Kremlin critics remain focused on uncovering its secrets. A new report details the alleged misbehavior and bizarre bureaucratic decisions that allowed a Russian journalist to identify people he says are GRU officers.
Journalist Sergei Kanev said he wants to call attention to problems within an organization he thinks has moved from traditional spying into unchecked violence and foreign interference. But his story portrays the agency as more sloppy than scary: one finding was that suspected GRU agents appeared to blow their own covers.

In June 2017, Mark Urban drove to Salisbury to meet a retired Russian spy. Urban – a BBC Newsnight journalist and author – was contemplating writing a book about east-west espionage after the end of the cold war. The spy was Sergei Skripal. He had kept a low profile in Britain since arriving in 2010 as part of an international spy swap. There were no signs he was engaged in active espionage. Arriving at his modest suburban home, Urban spotted a stack of jigsaw puzzles and a fiddly Airfix scale model of HMS Victory. Another model, of an English country cottage, sat on a bookshelf – a gift from the MI6 agent who, two decades earlier, had recruited Skripal in Spain.

Skripal was arguably the least well known of a small group of elderly defectors from Moscow living in the UK. The most famous, Oleg Gordievsky, betrayed the KGB for ideological reasons and did enormous damage to the Soviet espionage machine. If a list existed of traitors the Kremlin might wish to kill, Gordievsky’s name was surely at the top.

The subject of Urban’s engrossing, topical book is not quite in the same league. Skripal was a gung-ho former Soviet paratrooper who participated in daring undercover missions in China and Afghanistan. The GRU (military intelligence) invited him to join it in late 1979. Skripal spent his first foreign tour in 1980s Malta.

By the time he was posted to Madrid, the country to which he had sworn an oath, the USSR, had gone. Everyone was trying to survive in the new economy and Skripal sought to invest in a hotel in Malaga. Then something better came up – an approach from a pleasant businessman who charmed Skripal’s wife, Liudmila, and bought presents for their kids. One day, the businessman let it be known he had “friends” in the British government. Skripal agreed to work for MI6. The arrangement lasted eight years. He was Britain’s only asset inside the GRU. He did not know about operations, but willingly handed over details of its organisation and command structure – a big intelligence coup.

Urban tells the story of Skripal’s undercover career well, much of it previously unknown and gleaned from around 10 hours of conversations with him at his Salisbury home. The spooks paid Skripal the measly sum of $3,000 per meeting. There were sessions – unnoticed by Moscow – in Spain, Portugal, Malta, Italy and Turkey. Back in Russia, Skripal continued to communicate with his British handlers. He wrote in invisible ink in the margins of a Russian novel, and got his wife to deliver it to MI6 during a holiday to Spain. He was, it appeared, an anti-Gordievsky: not greatly interested in geopolitics, but rather keen on the cash. In 2004, the FSB security service arrested him after a Spanish tipoff.

The key question this book doesn’t answer is why two GRU hitmen tried to poison Skripal this March with a show-off kind of murder weapon: novichok. True, Vladimir Putin takes a dim view of traitors. But Skripal had served a prison sentence. He was traded for Russian deep-cover agents living in the US – an honourable swap under the old rules. Unlike Alexander Litvinenko, murdered in 2006, Skripal had not publicly criticised Russia’s notoriously thin-skinned president. Urban writes that Skripal told him: “We are afraid of Putin.” Even so, he didn’t consider himself at risk, and his occasional lectures to western intelligence agencies were hardly enough to make him a threat.

One conclusion is that the GRU decided to kill him because it could – in a thuggish weekend excursion approved from the top. It was a message directed at Russia’s ruling elite, and to anyone thinking of collaborating with the west and its spies. The plot was a sign of contempt for the UK, a playground for Putin’s not-very-good assassins. The irony is that, as Urban tells it, Skripal was “an unashamed Russian nationalist”, even as he lived out his twilight years in an MI6-purchased semi. He spent much of the day watching Perviy Kanal – Russia’s foremost state propaganda channel – and approved of the country’s land-grab in Crimea. One wonders if he would have voted for Putin, given the chance.

When Skripal woke up in Salisbury hospital, five weeks after his poisoning, he was initially reluctant to believe he might have been the target of a Russian government murder plot. He had “difficult psychological adjustments to make”, Urban writes. The journalist’s attempts to meet him again failed; his whereabouts now are unknown.

The Skripal Files is a compelling first instalment of a story that will continue. Urban’s deadline came too early to include details of the suspected would-be killers – a pair of career GRU officers, caught on CCTV. They were mocked at home and abroad after explaining in an interview that they went to Salisbury twice to see the city’s beguiling cathedral spire – and turned back on the first trip because of daunting slush. But there is nothing funny about Moscow’s efforts to reshape the world. Putin, it appears, is fond of using exotic state murder as a way of instilling terror. The GRU has had a bad few months. But it will carry on, plotting new crimes and tracking new targets.

Russia’s spies red-faced after multiple plots uncovered

“More Johnny English than James Bond,” was how British Security Minister Ben Wallace branded the failed assassination of Russian double agent Sergei Skripal on British soil last March, for which UK authorities blame Russia’s military intelligence service the GRU, pronounced “Groo.”

Given that even Russian media as partisan as Sputnik are now conceding that the two suspects fingered by London are, indeed, GRU officers, the Skripal saga is starting to make the feared spy agency look farcical.

It is a major turnaround from the early days of the investigation. Then, British authorities pointed the finger, but failed to produce evidence. As a result, London’s version of events was roundly mocked by Russian ministers, spokespersons and media, which also produced a range of conspiracy theories.

Most asserted that Russia was blameless, that it was Western powers attempting to blacken Russia’s reputation.

Things look different now. Much more data has recently emerged that goes far beyond the Skripal case. It reveals malignant and, at times, sloppy GRU activities taking place around the globe – activities which would appear to extend well beyond the remit of a military intelligence organization.

With incompetence by Moscow operatives being revealed not only by Western counter-intelligence, but even by investigative websites using open-source data, some of which has now been confirmed by Russia media, the derision voiced by Russian officials and pro-Kremlin media is ringing increasingly false.

Agents’ IDs confirmed

The clumsiness of the two wannabe Skripal assassins, first identified as Ruslan Boshirovand Aleksandr Petrov, appears remarkable. Skripal, their target, survived the poisoning. An innocent bystander died accidentally. And the alleged perpetrators were caught by police cameras.

Russian authorities denied that the two suspects, whose images were released by the British government, were spies. “Of course, they are civilians,” announced no less a person than President Vladimir Putin – himself a former KGB officer – adding there was nothing “special or criminal” in their background.

Shortly after, Boshirov and Petrov appeared in an interview with pro-Kremlin TV channel RT. There, they denied any involvement in the attack, defining themselves as simple tourists who had visited the English town of Salisbury simply to enjoy its cathedral’s architecture.

However, their cover story was full of holes and their claims of innocence would soon be discredited. An investigation carried out by investigatory websites Bellingcat and The Insider named Boshirov and Petrov as, respectively, GRU Colonel Anatoly Chepiga and military doctor Aleksandr Mishkin.

Bellingcat reporters found pictures of a man strongly resembling “tourist” Boshirov in the archives of a Russian Far East military school that specialized in “foreign language training and clandestine operations.”

By cross-referencing passport data and using open sources databases, the reporters identified Boshirov as decorated GRU Colonel Anatoly Chepiga. Shortly after, the same investigative team uncovered the identity of Petrov, who reportedly is GRU military doctor Aleksandr Mishkin. A parallel investigation, conducted by The Daily Telegraph in London, reached the same conclusion.

Looking for confirmation of these findings, Insider reporters traveled to Loyga, a remote village in the northern Arkhangelsk Region where Mishkin was born. There, they found people confirming that the person appearing in photos released by British police and participating in the RT interview under the name of Aleksandr Petrov was in fact “local boy” Aleksandr Mishkin.

Russian spymasters must be kicking themselves, given the amount of data found by two open-source websites. And they must be kicking themselves twice, as related information was then confirmed by Russian media.

More witnesses were tracked down by Kommersant reporters in Beresovka, Chepiga’s home village, where a local woman identified “Boshirov” as her former classmate. Similar reports were published by The Washington Post and the BBC Russian Service.

According to Bellingcat sources, Mishkin and Chepiga  played an active role in secret military operations in Chechnya, Crimea and Eastern Ukraine.

Talking to Russian media Novaya Gazeta anonymously, Chepiga’s former comrades confirmed that the GRU colonel participated in operations leading to the annexation of Crimea in 2014, as well as in the special forces mission to rescue former Ukrainian President Viktor Yanukovych the same year.

According to data retrieved by Bellingcat, Aleksandr Mishkin crossed Russia’s Ukraine border several times, as well as entering the self-proclaimed Transnistrian Republic between 2010 and 2013. As a reward for their deeds, both agents were allegedly awarded the “Hero of Russia” medal – Russia’s highest honorary title – as well as large apartments in Moscow.

What does the GRU do?

Created by Lenin during the Russian Civil War, the GRU, or Main Intelligence Directorate, is one of three major Russian intelligence agencies, together with the successors of the old KGB: The FSB – the Federal Security Service – and the SVR – the Foreign Intelligence Service.

Formally, the GRU was responsible for providing the Kremlin with vital military intelligence and guaranteeing Russia’s economic, political and military security. As part of the Russian military, the GRU answers to Chief of the General Staff Valery Gerasimov and Minister of Defense Sergey Shoygu.

The GRU’s role is essentially war fighting, hence it has played a prominent role in the “New Cold War” between Russia and the West: from coordinating a pro-Russia insurgency in Eastern Ukraine in 2014 to organizing an anti-NATO coup in Montenegro in 2016.

Experts say the agency makes frequent use of “illegal spies” with no diplomatic protection, who are assigned to deniable tasks around the globe. GRU operatives also have a reputation for recklessness.

According to Mark Galeotti, an expert on Russia’s security services, the GRU is characterized by “a relatively aggressive, military mindset, where accomplishing the mission is more important than avoiding risk.”

The GRU’s ethos is exemplified in the assassination weapon used on Skripal for his treacherous collaboration with Western intelligence services: a weapons-grade nerve agent. The message is clear: No mercy for defectors. Putin has, himself, defined Skripal  as “a traitor of the Motherland.”

“Although it is unlikely that the president gave a direct order, his words were interpreted as a license to carry out this mission”, said Andrey Kolesnikov, an analyst at the Carnegie Moscow Center. “Now, Putin has to cover up for those who are responsible.”

According to political journalist Oleg Kashin, the GRU mission in Salisbury could have been orchestrated by “deep state” factions in the Russian government who are profiting from Russia’s worsening relations with the West. “International isolation and conflict with the rest of the world can be profitable from both political and economic points of view,” he suggested.

The West fires back

If worsening relations with the West is the goal, the GRU has been producing excellent results.

On October 4, the Dutch Minister of Defense declared that four GRU spies had been caught attempting to hack the systems of the Hague-based Organization for the Prohibition of Chemical Weapons.

The OPCW had conducted analyses of the nerve agent used to poison Skripal, as well as the chemical attack carried out in the outskirts on Damascus on April 7, for which the international community blames Russia-backed Syrian leader Bashar al-Assad.

Despite the GRU’s hardcore reputation, identifying the four spies was not, apparently, a difficult task for Dutch counter-intelligence. While the GRU is trained in cyber espionage, they left multiple footprints.

The Russians carried several telephones that were activated next to the publicly known GRU headquarters in Moscow. One of them even had receipts from the taxi which took them from the GRU offices to Moscow airport.

A confiscated laptop contained data related to various nefarious operations – only some of which would appear to fall within the GRU’s remit of military intelligence activities.

Records were found indicating that the Russians were involved in a secret operation in Kuala Lumpur, where they attempted to steal information on the downing of Malaysian airline Boeing MH17.

Their footprint was also found in Switzerland, where agents tried to hack the system of the World Anti-Doping Agency (WADA), which oversees Olympic athletes.

According to British and Dutch authorities, the four were part of a “clean up” operation aimed at fixing previous Russian mistakes. Britain’s ambassador to the Netherlands Peter Wilson said: “With its aggressive cyber campaigns, we see the GRU trying to clean up Russia’s own mess – be it the doping uncovered by WADA, or the nerve agent identified by the OPCW.”

“This attempt to access the secure systems of an international organization working to rid the world of chemical weapons demonstrates the GRU’s disregard for the global values and rules that keep us all safe,” said the Dutch and British heads of state in a joint statement.

Shortly thereafter, the US Justice Department joined the chorus of accusations with anindictment, identifying seven alleged GRU agents, who participated in 2016 election meddling as well as in various cyberattacks against WADA, USADA (the US Anti-Doping Association), FIFA and the Canadian Centre for Ethics in Sport.

According to US authorities, the Russians intentionally aimed at “undermining the efforts of these organizations in guaranteeing fairness of the Olympics and other games.”

The Russian Foreign Ministry’s combative spokesperson, Maria Zakharova, defined the latest allegations as “spy-mania” and accused Britain of turning GRU stories into “a hellish perfume mix” – referring to the perfume bottle allegedly containing the nerve agent used to poison Skripal.

“The imagination of our British colleagues know no boundaries,” she snarled. And Kremlin spokesperson Dmitry Peskov denied that a “Hero of Russia” award was ever bestowed upon an individual named Anatoly Chepiga.

Pro-Kremlin media also lashed out at the investigations. Politekspert and the Federal News Agency accused Bellingcat of publishing fake news. And Lev Korolkov, an SVR veteran, told Komsmolskaya Pravda that two “Heroes of Russia” would never risk getting their hands dirty on a poisoning mission.

“It is absolute nonsense … the reputation of the country would be at risk,” he said.

But despite official denials, the latest revelations about GRU activities dent the reputation of Russian spycraft – even more so, given that the GRU’s failed mission in the Netherlands led to the uncovering of more than 300 potential military agents, identified by The Insider and Bellingcat using publicly available car-registration databases.

According to Bellingat, this could be “one of the largest mass breaches of personal data of an intelligence service in recent history.”

Of course not. The problems have to be formulated, analyzed, understood, comprehended, and addressed. 

But first of all and most of all, this is the overarching strategic condition:

The Alliance had its own difficulties at that time, it should work better now, and there are very powerful forces which do not want it to be restored and functioning. And lately, Skripal and his shenanigans might have been the very significant part of these forces. 
Driving the multiple wedges between the Allies was the logical Abwehr’s strategy which they pursued with the fanatical and dogged persistence, and this simple but effective strategy continues to be the same to this day. 
Consider the revision of the military doctrine in which “the West” is painted as the main “enemy”, reject this doctrine in both the spirit and the letter. Russia is the inseparable part of the Western Civilization, History, and Culture.
The most recent (last 20-25 years) phenomenon of the open, cynical, self-destructive, Mafioso Oligarchic Robbery of Russia is an Abomination. Address these issues, work together on eradicating the Global Organized Crime which came to play a certain role in the modern Intelligence Operations. These “by necessity” ties corrupt the Intelligence Organisations visibly and invisibly, it seems to me. Ziz iz not the Leftist position, this is the common sense position. 
The important, screaming “gaps in strategic intelligence” have been acknowledged and they are been addressed in order of importance.

Anytime a clandestine agency is in the global headlines on a daily basis, something strange is going on. That has certainly been the case with Russia’s military intelligence agency, known by its former abbreviation, the GRU.

British intelligence identified two suspected GRU agents as the culprits in the March nerve-agent poisoning of former Russian spy Sergei Skripal and his daughter in Salisbury, setting off a chain reaction of revelations about one of the men, identified as GRU Colonel Anatoly Chepiga, and his likely involvement in the conflict in eastern Ukraine and the 2015 assassination in Ankara of Chechen rebel commander Abdulvakhid Edelgiriyev.

On October 4, authorities in the Netherlands released a trove of information on an alleged GRU operation in that country aimed at hacking and disrupting international organizations including the Organization for the Prevention of Chemical Weapons (OPCW) and the Dutch investigation into the 2014 downing of a Malaysia Airlines passenger jet over the conflict zone in eastern Ukraine.

The most emblematically risible piece of evidence was a taxi receipt showing that one of the men had traveled to a Moscow airport directly from GRU headquarters.

In addition, suspected Russian agents have been busted in Norway, Estonia, Greece, and Montenegro in recent months.

Off The Rails?

Writing in The Guardian on October 5, Moscow correspondent Andrew Roth called the developments “embarrassing.”

“The exposure of several consecutive European operations should raise questions about whether Russian military intelligence is being intentionally provocative or has simply gone off the rails,” Roth wrote.

Russian state-controlled and state-friendly media have widely reported official denials of any government involvement in the alleged incidents and have denounced them collectively as a new wave of “spymania.”

The Vesti nightly news report for October 5 was typical, arguing that the new accusations were both a “pretext” for imposing new, already planned sanctions against Russia and a bid to unify a fractured West on the cusp of the United Kingdom’s expected withdrawal from the European Union.

But, in other searches for explanations to the onslaught of revelations, some observers have speculated that the GRU was being undermined by another Russian security agency such as the Foreign Intelligence Service (SVR) or the Federal Security Service (FSB).

The GRU has benefited financially and in terms of prestige from the Kremlin’s conviction that Russia is engaged in a hybrid confrontation with the West, the argument goes, and other security agencies want a bigger piece of the action.

“I have heard many conspiracy theories along the lines that this is a struggle between the FSB and the GRU, but this is impossible,” Roman Dobrokhotov, editor of The Insider, a Russian publication that partnered with the open-source investigations group Bellingcat to publish many of the recent revelations, told Current Time TV. “It is just that people are trying to rationalize all this — they think it can’t really be so absurd. But for one thing, there is a famous maxim that you should never use a conspiracy to explain something that can be explained by incompetence. And this maxim applies to Russia even more strongly than in any other country.”

Dobrokhotov noted, for example, that his investigations had revealed recently that a GRUagent had sent money to a group in Serbia that was being used to carry out a coup in neighboring Montenegro using Western Union. And he used the address of GRUheadquarters on the delivery order.

Vladimir Frolov, a political analyst who is believed to have been a Russian intelligence agent involved in the handling of notorious FBI double agent Robert Hanssen, made a similar point for the website Republic.ru.

“Of course there have been no attempts by the Russian special services to somehow ‘undermine the GRU‘ by planting information in the media about military spies,” he wrote. “This is a popular myth. The Russian special services are in stiff competition with one another, but no one is going to settle matters by committing high treason or exposing state secrets.”

‘Military Mind-Set’

Part of the explanation for the GRU‘s lapses might lie in the nature of the organization itself. It is a large military operation that is ultimately controlled by Defense Minister Sergei Shoigu, one of President Vladimir Putin’s closest and reportedly politically ambitious friends, and Chief of the General Staff Valery Gerasimov, who has become the public face of Russia’s doctrine of “hybrid war.”

“Because Shoigu is ambitious, he’s increasing GRU operations abroad to make the Defense Ministry a bigger player in Russian foreign policy,” Russian security analyst Andrei Soldatov told The Telegraph in September.

Mark Galeotti, a nonresident fellow at the Institute of International Relations in Prague and an expert on Russian organized crime and the security forces, wrote in July that the GRU is emerging from a long funk that it endured under former Defense Minister Anatoly Serdyukov.

“The GRU is back,” Galeotti wrote. “Its budgets are buoyant, its confidence high and its role in international operations reflect its relatively aggressive, military mind-set, where accomplishing the mission is more important than avoiding risks.”

Journalist Dobrokhotov says the GRU‘s rapidly expanding agenda may partially explain its current embarrassing lapses.

“I think it has to do with personnel issues and that there isn’t money to properly train people,” he told Current Time, which is run by RFE/RL in cooperation with VOA. “They don’t have the proper resources. They send the same agents, who have already let the country down, out on new assignments a second time. It would seem to be pure chaos, just a mess. The whole world has learned the word ‘Novichok.’ Now it is time for foreigners to learn the word ‘bardak’ [mess]. It is the best description of what is going on.”

The agency, like the Defense Ministry as a whole, clearly seems to be having trouble coming to grips with the sheer amount of information publicly available on the Internet. In 2014, when the Kremlin was denying all involvement in the conflict in eastern Ukraine, researchers at Bellingcat and elsewhere had no difficulty finding photographs on social media posted by Russian soldiers and boasting of their activities in Ukraine.

Using open sources, Bellingcat has been able to put together a narrative about the shooting down of the MH17 passenger jet in July 2014 that runs circles around the various, often contradictory theories put forward by the Russian Defense Ministry itself.

Tip Of The Iceberg?

Other observers, though, are not so sure the incompetence theory explains the situation entirely. In recent years, the Kremlin has seemingly perfected the tactic of throwing out masses of theories and purported evidence and salacious stories as a way of confusing the information space and diverting attention.

As late as October 1, for instance, the mass daily tabloid Komsomolskaya Pravda, probably Russia’s most broadly influential newspaper, published an interview with an anonymous “university instructor” who supposedly knows the alleged GRU agent in the Skripal case who is known as “Aleksandr Petrov.”

Petrov, the unidentified source said, is a Kremlin-connected businessman who provides high-ranking officials with “miracle supplements” that are not available in Russia.

Still other commentators have been reminded of the common practice of the Soviet-era KGB of sending intimidating signals to targets. Russian rights activist and former Soviet dissident Viktor Davidoff posted on Facebook that he left Moscow four years ago after returning home one day and finding bits of wire and melted solder on the floor of his apartment.

“Someone was installing eavesdropping equipment and was doing it dirty [intentionally],” he wrote.

In this context, the Kremlin could see the exposure of its overseas efforts not as weakness, but as evidence of its multipronged activity. The tip of the iceberg, so to speak.

New York Times London correspondent Ellen Barry touched on this idea in an October 5 post on Twitter.

“Lots of talk today about GRU incompetence, but it’s equally true that they’ve been getting away with an indefinite number of similar operations for an indefinite period *without* getting caught,” Barry wrote.
